Oct. 28 i Twelve persons tentatively were selected today to hear the second degree murder trial of Sherry Fong. j, The prospective jurors include seven women and five men. The 26-year-old woman is charged with slaying her babysit ter, Diane Hank, 16, early in 1954. The girl's body, wrapped In a blanket, was found in February of that year near Washougal, Wash. It is the 'foftrth lime Mrs. fong has Been tried in connection with the Hank girl's death. Mrs. Fong and her husband, Wayne, were convicted of first de gree murder in 1955, but the ver dict later was set aside. Tried separately, Fong was freed on a directed verdict of ac tjuittal. A mistrial was ordered for his wife. , In her third trial, Mrs. Fong was convicted of second degree murder. The Oregon Supreme Court later ordered a new trial. the intercontinental ballistic missile. The occasion was the third an nual meeting of the Assn of the I'nited States Army, an organiza tion of past and present members of the Armv. This year's meeting is being produce continuous power absolut held against the background of'ely free of dissipation. Russia Urges 82-Nation Disarm Talks UNITED NATIONS. N.Y., Oct. 28 t The Soviet Union proposed today that disarmament talks be switched from big power secret meetings to a public 82-nation "Little Assembly," In a surprise move, the Soviet Union urged the abolishment of the U.N.'s 12-nation disarmament commission and its S-nation sub committee, which has been carry ing on private talks since 1 954 . The United States rejected the Russian proposal as impractical. A U.S. spokesman said, "it ap pears to indicate an unwilling ness to negotiate. It casts doubt on their intentions with regard to any disarmament agreement " The Western powers believe that secret meetings keep debate from turning into a propaganda battle. The Soviet proposal calls for the establishment of a permanent dis armament commission composed of all U.N. member nations. The commission would examine "all proposals on disarmament submit ted to the United Nations" and would make recommendations to the General Assembly. ' Some diplomats expected the Soviet plan to win support from the Middle East and neutral India. Japan and others have pro posed increasing the member ship of the commission and its subcommittee. A Soviet memo explained that broader talks were necessary be cause the commission and sub committee failed to advance any agreement. intensified competition among the Army, Navy and Air Force in the missile effort. Behind Developments An attempt by the Defense De partment to soft-pedal the rivalry appeared to be behind some of the developments at the first day of the convention. These develop ments included: 1. The substitution of an origin ally prepared mieech by I.t. Gen. Stanley R. Mickelsen, head of the Army s Air Defense Com mand, which said "interceptor aircraft are obsolescent," that the Armjrjs current model of the Nike antiaircraft missile "can reach and kill any bomber that flies today" and that "the Army points the . way for America to shed herself of any stigma of the Douhet theory of mass destruc tion of civilian populations." Army's Bole Discnaseet Mickelson brought lo today's meeting a text which confined it self essentially to a discussion of the Army's part in continental de fense through participation in the over - all Air Force - Army Navy Continental Air Defense Command. An Army spokesman said the Army would make no comment on why the speech was changed. 2. Gen. Willard G. Wyman, chief of the Continetal Army Command, said in his prepared speech "I con sider it dangerous to fetter our de velopment now with arbitrary range limitations and rigid defini tions of the future battle area which an enemy may choose-to ignore." He was talking about the need for long range support of ground forces with guided missile batte ries capable of using either atom ic or conventional ammunition. Had la Mind Order It also was plain, although he did not pointdirectly to this in his prepared speech, that he had in mind a Defense Department order. That directive, written by former Secretary Charles K. Wilson, speci fies that the Army must limit its ballistic missile developmental work to weapons of intermediate, or 1.500 mile, range. 3. The top-ranking Army officer, Gen Maxwell D. Taylor. Chief of Staff, told the association the Army already is started on a project which may be the means of coping with the ICBM. He identified this as an out growth of the present Nike anti aircraft missile. He said the Army project in . the field of an anti missile missile Ls the "Nike Zeus which already exists in the form of research and development components." Its immediate application, Carr said, would be in a space craft either manned or remote con trolledwhich would be able to hedgehop among the planets in controlled flight. It could land or take off as desired on the earth, the Moon or any planets in the earth's solar system, he said. Neither Carr nor any of his as sociates has any formal education in science or engineering. They said their claims are based on the most simple practical applications of natural laws and discoveries of the "giants" of science and math ematics. Used Owa Funds A 52-year-old native of Elkins, W. Va.. Carr says he has financed his research with his own modest funds and through private funds supplied by friends. He claims to have built "thousands" of work ing models. Carr and his associates said they are withholding full disclos ure of their claimed developments They added this is only to avoid any suppression of what they con sider concepts which could revolu tionize the technology and econo my of the world.
